The rules in brief:
1. Register smoke at least a week ahead of ignition. Registered fuels can be burned for two years following the year of registration. 2012 registrations can be burned until the end of 2014.
2. Plan daily burning at least one day ahead of ignition. Each plan is good for one day.
3. Result accomplishments the day after each planned ignition. Every plan needs a result.
